Did Carnegie Library in Atlanta influence Trust Building in Decatur?

Compare the appearance of the Carnegie Library at the corner of Forsyth and Carnegie Way in Atlanta from 1900 to 19777 (when it was raised) as shown at Elementary School Teacher to the Trust Company building built around 1911 at the corner of N. McDonough and Sycamore.

While the Carnegie building was more ornate, the windows on the lower level look almost identical.
