Deceptive advertising?

Here's an ad which promotes an apartment complex as "in the heart of prestigious Decatur" when in fact it's not even in the city limits, but rather northeast of the intersection of N. Decatur Rd. and DeKalb Industrial:

The entrance to the apartment complex is about 1.8 miles (as the crow flies) from the Decatur Square, which is generally considered the heart of Decatur:

A more honest advertisement would say it's within two miles of the Decatur Square, which is not that far to drive, or ride a bike, but a bit of a walk. It would also note they get police and fire protection from DeKalb County, not the City of Decatur. 

The official website for the Carriage Place Apartments makes no such claims, but is a bit vague.
