Decatur is very progressive, so it's possible.
It's more likely the two officers didn't notice the handicapped marking in the dark and the rain.
The question to ponder is, would they accept that as an excuse when about to ticket one of us for parking in a handicapped parking space on a public street?Hopefully no handicapped people arrived while they were eating at the CP, as the other handicapped space was also occupied.

Without know why the car was there, it's tough to criticize. If they were on official business, I'd rather they park where they can respond the quickest. If they were eating or something like that, it needs to be called to the command staff's attention.

If they were there on official business, they should park in a normal parking spot.
Only in an emergency should they not do do.
