Per a phone call to David Junger around 2:25pm 3/31/2010.
David Junger informs me DeVry University owns all the property north of Winn Way at Arcadia Avenue, excluding the fenced in area owned by Comcast (where the communications tower is).
So, to use the 1/4 to 1/3 acre between Winn Way and Comcast, we'll have to approach DeVry University, to see if it will donate it for the purposes of a community garden. If it will not, we'll have to see what whomever eventually buys the property says.
David said the triangular property south of Winn Way, east of Pinehurst St, and bordered by Arcadia Drive to the east is owned by DeKalb County, but that doesn't necessarily mean we cannot use it for a garden. He noted the triangle at W. Ponce and Scott Blvd. is owned by DeKalb County, but Decatur has a sign on it and maintains it.
The DeVry property north of Winn Way looks bad, with scraggly pines and kudzu. The triangle to the south of Winn doesn't look all that bad, but has a mixture of mostly weeds and grass allowed to grow about a foot high. It's not uncommon to see candy wrappers and other trash in it. I'm convinced a Northeast Decatur garden group could make it look a lot better while providing flowers and vegetables for local use.
