These numbers have fluctuated over a wide range in the past. We'll have to wait and see if the downward trends continue.
The bad news: Iraqi miliary and police fatalities are trending upward (see bar chart in Brookings report).
Hopefully, as US troops are pulled back to their bases and Iraqi shoulder more of the load, the Iraqi people will come to realize the terrorists and insurgents are mostly kiling their own people who are trying to establish a stable government and a peaceful democratic society, and turn against them. Then, the Iraqi deaths should trend downward also.
